Provider-Led entities, or Provider-led Arkansas Shared Savings Entities (PASSEs), are organized care for Medicaid populations with intellectual or developmental disabilities (IDD) or severe or persistent behavioral health needs. The model aims to integrate care for beneficiaries by connecting primary care, specialty behavioral health, and IDD providers.

This fact sheet explains the features of PASSEs and details their oversight by state agencies.
