The Rural Health Transformation Program (RHTP) is a five-year, $50 billion federal initiative that makes annual awards to the states to strengthen rural health systems and address rural health issues. For year one, Arkansas received an award of $208.8 million, to be distributed to subgrantees across four strategic initiatives:
- THRIVE: Telehealth, Health-monitoring, and Response Innovation for Vital Expansion
- PACT: Promoting Access, Coordination, and Transformation
- HEART: Healthy Eating, Active Recreation, and Transformation
- RISE AR: Recruitment, Innovation, Skills, and Education for Arkansas
An August 2026 news release from the Arkansas Governor’s Office announced year one awards for the THRIVE and PACT initiatives totaling a little over $149 million. A subsequent news release in September 2026 announced the year one awards for the HEART and RISE AR initiatives totaling nearly $55 million. The nearly $5 million remaining consists of administrative costs and leftover funds not awarded to any of the four strategic initiatives. This dashboard displays the award amounts by initiative, recipient, and funded project, and provides summary descriptions of projects from publicly available sources.

About the Data
This dashboard displays award amounts for the THRIVE and PACT initiatives as announced by the Arkansas Governor’s Office on August 27, 2026, and award amounts for the HEART and RISE AR initiatives as announced September 24, 2026. Award amounts in the press releases were verified against the lists of award amounts per organization published on Arkansas’s Rural Health Transformation Program website (THRIVE and PACT and HEART and RISE AR). Project descriptions are taken verbatim from the governor’s news releases. Both news releases note that project specifics come from applicants’ own applications and that details are not final until the Arkansas Department of Finance and Administration signs an agreement with each grantee.
The actual amounts awarded for the initiatives differ slightly from the proposed budgets that were included in the state’s notice of funding opportunity:
- THRIVE was awarded $55,713,829.20, which was $63,829.20 above its proposed budget.
- PACT was awarded $93,463,789.25, which was $127,018.77 below its proposed budget.
- HEART was awarded $27,471,600.10, which was $85,999.90 below its proposed budget.
- RISE AR was awarded $27,213,468.74, which was $86,531.26 below its proposed budget
The total amount awarded across all four strategic initiatives leaves $235,720.73 in unawarded funds.
The proposed budgets for all four initiatives totaled $204,098,408.02, leaving $4,680,988.00 remaining from the total year one award of $208,779,396.02 to cover contract and administrative costs as specified in Arkansas’s Rural Health Transformation Program application.
The $4,680,988.00 remainder and the $235,720.73 in unawarded funds are included as a single additional “administrative and unawarded” slice in the dashboard totaling $4,916,708.73.
