The Rural Health Transformation Program (RHTP) is a five-year, $50 billion federal initiative that makes annual awards to the states to strengthen rural health systems and address rural health issues. For year one, Arkansas received an award of nearly $209 million, to be distributed to subgrantees across four strategic initiatives:
- THRIVE: Telehealth, Health-monitoring, and Response Innovation for Vital Expansion
- PACT: Promoting Access, Coordination, and Transformation
- HEART: Healthy Eating, Active Recreation, and Transformation
- RISE AR: Recruitment, Innovation, Skills, and Education for Arkansas
An August 2026 news release from the Arkansas Governor’s Office announced year one awards for the THRIVE and PACT programs, totaling nearly $150 million. This dashboard displays the award amounts by initiative, recipient, and funded project, and provides summary descriptions of projects from publicly available sources.

About the Data
This dashboard displays award amounts for the THRIVE and PACT programs as announced by the Arkansas Governor’s Office on August 27, 2026, verified against the list of organization and award amounts published on Arkansas’s Rural Health Transformation Program website. Project descriptions are taken verbatim from the governor’s news release. The news release also notes that project specifics come from applicants’ own applications and that details are not final until the Arkansas Department of Finance and Administration signs an agreement with each grantee.
Awards for the RISE AR and HEART initiatives have not yet been released. The figures shown in the dashboard for those programs represent each program’s proposed budget, as seen on its respective notice of funding opportunity. THRIVE’s award exceeded its proposed budget by $63,829.20, while PACT’s award was $127,018.77 below its proposed budget, so the total amount awarded for the two programs was $63,189.57 below the total budget across both programs.
The original budgets for all four initiatives add up to $204,098,408.02. The remaining $4,680,988.00 of the total year one award of $208,779,396.02 is likely attributable to the contract and administrative costs line item specified in Arkansas’s Rural Health Transformation Program application.
When the full year one RHTP award amount view is selected, the $4,680,988.00 remainder and the $63,189.57 in unawarded THRIVE and PACT funds are included as a single additional “Administrative costs and unawarded funds†slice totaling $4,744,177.57.
