Health Data Analyst

The Intermediate Data Analyst under working title Health Data Analyst will be part of a dynamic team contributing to, and with the ability to lead analytic research projects at Arkansas Center for Health Improvement (ACHI). In collaboration with the Director of Analytics, Assistant Director of Analytics, principal investigators, and other ACHI staff, the analyst will develop and implement advanced statistical analytics using private and public health care data to inform research on important health policy questions.

 Responsibilities

  • Works with the Assistant Director of Analytics to develop complex and efficient data analytics to manipulate health care data to create research-ready datasets for empirical analyses.
  • Imports and integrates large, complex longitudinal datasets from a variety of sources to produce unified research-ready, analytic datasets.
  • Imports and integrates large, complex datasets using SAS, including administrative claims data and enrollment files from a variety of insurance payers.
  • Collaborates with research and analytic team as well as across teams on translating research and analytic questions into initial analytic plans based on research and analytic questions.
  • Works with the Assistant Director of Analytics to create written data analytic plans with detailed data management procedures to transform health care data into research-ready analytic datasets.
  • Drafts methodological sections of technical reports following accepted protocols. Maintain detailed programming documentation for all projects, including annotated program code, dataset codebooks, and statistical output.
  • Other duties as assigned.

Qualifications

Minimum Qualifications:

  • Master’s Degree in health services research, statistics, mathematics, computer science or health policy/economics or related field
  • One (1) year of experience with large dataset linkage, management, and analytic programming using software such as SAS and SQL
  • Data management with large, administrative datasets including health care claims data
  • Manipulation of large datasets using data management and statistical software such as SAS AND SQL; experience using SAS is required and both would be preferred
  • Use of SAS functions to manipulate dates to create time-dependent analytical variables
  • Use of statistical techniques including univariate statistics, comparisons, and regression modeling
  • Application, calculation, and interpretation of descriptive and inferential data

Preferred Qualifications:

  • Health care utilization and cost analyses
  • Knowledge and use of national data sources (e.g., ACS, HCUP, MEPS)
  • Knowledge of ArcGIS or other geographical coding programs to assist in health geocoding/mapping
  • Health services research, such as health care quality, Medicaid eligibility, Medicaid/Medicare claims, health disparities, or chronic diseases
  • ICD-9/10 Diagnosis, ICD-9/10 Procedure, CPT, HCPCS, DRG/MS-DRG, NDC, Type of Service, Place of Service and other codes commonly utilized in health care data sets

Project Manager – Intermediate

The Project Manager – Intermediate at the Arkansas Center for Health Improvement (ACHI) is responsible for coordinating project plan development and management alongside the various project leaders and ensures quality control throughout project life cycles for ACHI’s data operational projects and ad hoc data, policy, and research projects. The Project Manager Intermediate reports directly to ACHI’s Executive Director.

Responsibilities

  • Work closely with Executive Director and ACHI Leadership team to align projects within overall strategic plan and priorities of the Center.
  • Coordinate with product owners and project leaders to facilitate project development from initiation to closure.
  • Facilitate project meetings and discussions to provide open forum for teams and subject-matter experts to exchange information contributing to effective solution development.
  • Be accountable for project results along with project leaders.
  • Work with project leaders and teams to complete project plans that outline scope, goals, deliverables, required resources, budget, timeframes, etc.
  • Work with project leaders to develop a project schedule to identify when each task will be performed, establish effective scheduled meetings to review project progress, inform project leader of stakeholder expectations on project progress.
  • Work with project leaders, directors, and others to resolve any issues and solve problems throughout project life cycles, elevating unresolvable issues to the Executive Director in a timely manner.
  • Assist project leaders in effectively managing project scope by ensuring any changes to scope are documented and approved following established processes.
  • Track and report on project milestones and provide status reports to project leaders, directors, and Executive Director on a monthly or as-needed basis.
  • Develop, improve, and institutionalize tools and best practices for project management and execution.
  • Ensure all project documents are safely archived following ACHI protocols at all points in the project.
  • Work with project leaders to complete post-project evaluations, and lead a team/ACHI discussion upon completion.
  • Business process analysis, including documentation of business requirements.
  • Develop test procedures, test plans, and test cases for deliverables.
  • Help design, document, and maintain processes.
  • Work closely with ACHI Executive Director and the Fiscal Manager to ensure proper allocation of human resources to the project contract(s).
  • Review project contract documentation to ensure deliverables are accomplished and easily understood within an ACHI-specified format.
  • Provide special assistance as requested on projects, tasks, reports, etc.
  • May perform other duties as assigned.

Qualifications

Bachelor’s degree in Business, Computer Science or related field plus six (6) years of non-overlapping professional project management experience required. Other job-related education and/or experience may be substituted for all or part of these basic requirements.

Knowledge, Skills & Abilities:

Proven writing, communication, and organizational skills

Preferred Qualifications:

  • One (1) year of project management of research or analytic-based projects.
  • One (1) year of agile project management experience.
  • PMP Certification (or completion of PMP certification within one year of employment).
  • Experience with JIRA ticketing system or equivalent software.
  • Experience with Microsoft Project or other project management software.

Data Visualization Analyst

The Data Visualization Analyst [Data Analyst – Intermediate] at the Arkansas Center for Health Improvement (ACHI) is responsible for utilizing the front-end components of business intelligence tools in support of strategic initiatives, business development, and standard operations in support of ACHI’s goals and objectives. The Data Visualization Analyst will work closely with the Policy, Research and Analytics teams to turn data assets into actionable visual products.

Responsibilities

  • Works closely with Executive Director and ACHI Leadership team to align data visualization assets within overall strategic plan and priorities of ACHI
  • Conceptualizes, designs, and develops data visualization solutions that synthesize complex data concepts into clear communications for key stakeholders and decision makers 
  • Collaborates and communicates effectively with the Policy, Research, Analytics, and Communications teams to understand business intelligence needs; produce and deliver solutions that support those needs
  • Supports reporting needs of ACHI by transitioning daily, weekly, and monthly reporting deliverables from legacy tools (MS Excel and SAS) to new business intelligence tools such as Power BI and Tableau
  • Facilitates project meetings and discussions to provide an open forum for teams and subject matter experts to exchange information contributing to effective solution development
  • Possesses a strong sense of visual design and interest in creative visualization work
  • Produces contextually appropriate graphics and visualizations using multivariate and geographical data
  • Assists in developing best practices for data presentation and sharing across the organization
  • Able to meet deadlines of multiple projects simultaneously, set priorities, and collaborate with team members
  • Manages data input from multiple platforms; synchronize and normalize data to ensure consistency in analysis
  • Possesses the ability to learn new tools and new ways of displaying data
  • Consistently uses creativity to push past line graphs, bar charts, and tables
  • Uses tact, sensitivity, and professionalism in communicating effectively and respectfully with the leadership team, co-workers, and other stakeholders
  • Understands the health policy environment to enable contextualization of data visualization needs
  • Responds to ad-hoc reporting needs as required to address business needs and opportunities

Qualifications

  • Three (3) years of total experience with business intelligence tools and data visualization applications
  • One (1) year of experience with data management or analytic programming using software such as SAS and SQL with large, administrative datasets including healthcare claims data
  • Proven writing, communication, and organizational skills

Preferred:

  • Master’s Degree in Business, Computer Science, Healthcare Analytics or related field of study
  • Business Intelligence Tools (Power BI and Tableau) and experience with health care data,  exposure to SAS
  • Advanced user experience with Microsoft Excel, Access and PowerPoint
